In this crisis, Takeda (Nishioka Tokuma), the leader of the Takeda Family, proposes uniting the Kanto yakuza under a single alliance to block the Tenma-kai's incursion. While many groups quickly agree to the plan, the Kyotoukai alone refuses to cooperate. Suspicion arises that the Kyotoukai's leader, Nishijima (Taro Suwa), might betray them and side with the Tenma-kai. Concerned by this possibility, Yamamoto (Matsuda Masaru), an executive of the Kyotoukai, turns to Enomoto (Yasukaze Motomiya), the Takeda Family's underboss assistant, for advice.
